The actual name of the so-called "Foros" or "Gorbachev's dacha" is State Dacha No. 11, the "Zarya" facility. Although it is firmly "attached" to the residence, it is located not in the eponymous Crimean village, but about two kilometers away from it.

"Zarya" consists of several buildings, many of which cannot be seen from the outside. In addition to the main building, intended for the first individuals of the country, there is a service-administrative building, a leisure center with a cinema, billiards, and a gym, as well as technical structures. And also - a tennis court and a helipad.

After the collapse of the Soviet Union, the residence, like the once "ours" Crimea, came under the control of the Ukrainian authorities. And after the inclusion of the peninsula in Russia, the Management of the Affairs of the President of the Russian Federation gained control over the dacha. Then "Foros" experienced its second "moment of fame" in its entire history - the media immediately rushed to evaluate the Crimean state dachas, lost by Ukraine and acquired by Russia.

It is believed that the idea of building a new dacha for the country's leader was actively supported by Gorbachev's wife, Raisa Maximovna - she did not like to rest on her beloved Leonid Brezhnev's "Nizhnyaya Oreanda." They chose an unsuccessful place for the construction of the residence - according to the KGB leadership. The plot was visible from all sides, surrounded by forests, and a busy road connecting Sevastopol and Yalta passed behind it. It was not easy to ensure the safety of Gorbachev and his family. Approaching the dacha, of course, was forbidden, and even photographing it from the "right" distance was also prohibited.

Since the construction of the dacha and to this day, "Foros" is regularly "sinking": rumors that the residence is sliding into the water have no end, although almost 30 years have passed since the complex was built, and it remains in its place. The plot on which an important state object was built was indeed considered landslide-prone, so all the "Zarya" structures were built on sturdy piles anchored to the rock.

It is said that Gorbachev's dacha was built in haste, which could not but affect the quality of construction - of course, in a negative way. On the first visit of the general secretary's family to "Zarya", a poorly attached wooden cornice fell on Gorbachev's daughter. The blow was not strong, but the punishment did not take long to come - a number of individuals responsible for the construction lost their jobs.

Despite Gorbachev promoting transparency, journalists were not allowed on the state dacha in Foros, and citizens photographing the surroundings of the residence could have their film exposed at the very least. The first correspondents managed to get into "Zarya" only by the end of the August coup.

Information about the cost of constructing the residence in Foros varies greatly. In some sources, the amount is stated as 100 million rubles, while in others, the expenses are several times higher. In the second half of the 1980s, one ruble was approximately equal to 1.5 dollars. Accordingly, the dacha cost the country 150 million dollars at the lower end.
For the last summer weekend of 2016, Booking.com offers nearly 100 accommodation options in the village of Foros, located two kilometers away from the "Zarya" dacha. The minimum cost of accommodation for two people is 2,500 rubles.
In the early 2000s, according to the newspaper "Kommersant," the Ukrainian authorities had the idea to turn the village of Foros into a "Davos for CIS countries". However, the idea was never realized. It is believed that many politicians in the post-Soviet space disliked Foros for its role in the 1991 coup. After Gorbachev's isolation at the local dacha, the entire zone of Cape Sarich gained a poor political reputation.
Nevertheless, many prominent figures did not forget about "Zarya" after August 1991. At different times, the residence was visited by the current head of "Rosnano" Anatoly Chubais, former mayor of Moscow Yuri Luzhkov, and even Prince of Wales Charles.

Investors who are considering real estate on the Crimean coast are more interested in new construction rather than objects from the late Soviet period, even if they are epochal in a unique location. The most effective use of the complex would be as a spa hotel and a historical tourist attraction - after reconstruction and equipping it with modern equipment".
